This poor little hot dog was amusing himself by wandering back and forth rubbing his sides along a short stretch of cement in the noonday sun.
Whether he was a stray or owned I don't know, but Scruffers was certainly itchy.

He's certainly a cute little guy! He could even have been a professional, making his living by fooling the tourists into thinking he was homeless so they would feed him! Scratching was just something to do in his off-hours.....
